[PATCH] cvs2svn/README (was: Re: cvs2svn.py on Windows?)

One thing not mentioned in the cvs2svn docs is that the RCS "co" command
is called by cvs2svn. Here's a patch for the README file:

* trunk/tools/cvs2svn/README: RCS needs to be installed for cvs2svn to
  work.
