Okay, so I think 'store-password = yes' would do that. Fair enough.
(I wonder if we should make it tri-value: no/prompt/always instead?)

I'm not sure whether the libsvn_auth layer will have the knowledge
that the password was passed at the command line. But, if it does
know, I agree - explicit passing of user/pass on the command line
should not prompt either. I'm afraid it won't know though. -- justin
