Please don't forget that Subversion is primarily a *volunteer* effort. While
it is true that some of the developers' jobs are specifically to code on
Subversion, that only covers their standard work week. Outside of that
effort, they are generally free to code as any other volunteer: to
concentrate on the items that interest them. Of course, developers aren't
supposed to go coding willy-nilly :-), but if it follows the intended path
towards 1.0, then everything is fine.

Now. Regarding duplicating functionality. I'd call it an alternate
implementation, and would consider it an improvement. You can refactor your
CGI to take advantage of the new svnadmin functionality; it is rather more
difficult to go the other way around :-)
