Ah, yes, I understand now. All Ant tasks, including tar, obey a set of
"default excludes", which includes both the CVS directory and the .svn
directory. See

   http://jakarta.apache.org/ant/manual/dirtasks.html#defaultexcludes

for the complete list.

To turn off the default excludes list, use the defaultexcludes="no"
attribute.
