No, it wouldn't :-). Now you're going to have a subversion client
that can do nasty things like import .svn directories, which will
cause all sorts of problems if someone else tries to check them out
with an unmodified client.

I'm not saying don't do it, just explaining why Subversion doesn't
make this a run-time option.
