It's an unfortunate circumstance, but I think Branko's right here. We
shouldn't delay important Subversion improvements because they cause
us to require HEAD of Apache. That's just life (at least until 1.0,
at which point we may or may not start maintaining a release branch).

Is there a place where dev snapshots of Apache HEAD are released, so
we can point to that instead?
