Posssible bug in 'svn import'

There seems to be something wrong with 'svn import'. It looks like only
the last component of the NEW_ENTRY_IN_REPOS argument is used. For
example if I do this:

  svn import http://svn.mems-exchange.org/repos/ www-docroot /www-docroot/trunk

The files end up at http://svn.mems-exchange.org/repos/trunk. I would
have expected them to be under /repos/www-docroot/trunk.

Also, I can't seem to submit a bug to the tigris.org issue tracker. I
registered but the tracker says I don't have permission to submit a
defect report. Do you really not allow people to submit bugs or is
something else wrong?
