Cannot svn ps --revprop with <> in log message

It appears that < and > cannot appear in a log message. This
command is against the Subversion repository;

svn ps --revprop -r 3773 svn:log 'bug from <dvlkjkdfv@skljdkj.com>'
blair's password:

svn: RA layer request failed
svn: applying property change to to /repos/svn/!svn/bln/3773: 400 Bad Request

On my box for a similar command, this shows up in error log:

[Sat Dec 07 11:12:19 2002] [error] [client 66.12.233.174] XML parser error
code: not well-formed (invalid token) (4)
