Is the decision to use a tunnel different from the decision to use a
proxy? The proxy gets by with a config file alone.

If the agent were specifed only in the config file, then I suppose
there could be a --no-agent option to bypass it for that particular
invocation. Or perhaps that could be --direct-connect instead, and
then it could apply to proxies as well? We probably need the client
context parameter to implement such an option.
