I've got:

     * submit:
       Project Issue Tracking - Submit
     * query:
       Project Issue Tracking - Query
     * change:
       Project Issue Tracking - Change

...I think the "change" is part of the observer role; I think adding
comments is lumped in with it, and it seems to let you do everything else.

Do you have the observer role?

I wonder if the permissions could be made more granular. It seems silly
to allow someone to submit but not append comments to it. On the other
hand, I could understand why you might not want random people closing
issues and stuff. So the "change" thing may be too encompassing.
