The bug described in issue 860 isn't much of an issue anymore on my
platform so I haven't been worrying about it. If there is still a bug
there then its too small for me to spend time tracking down.

This issue looks to be different enough from 860 for me to file a new
issue. Its 985. http://subversion.tigris.org/issues/show_bug.cgi?id=985
