Normally, generated documentation files are shipped in the distribution
tar file. This is good practice because the user has everything
she needs right there, without having to run off to the web site
(less convenient) or installing documentation generation tools
(pain in the ass). It's the same logic that leads to shipping the
configure script: users shouldn't have to have exotic tools installed.
