Yah, "read only" just meant "by putting the copy in /tags/, you're
telling people it shouldn't be written to". There's no technical
enforcement of the tags convention currently.

(Of course, we should implement directory tree access control in some
convenient way, i.e., a way other than reconfiguring and restarting
Apache; it's just not on the front burner at the moment.)
