ANN: svn-0.14.3-r3200-setup.exe ready for aprovement

Hi,

I have just uploaded svn-0.14.3-r3200-setup.exe as a suggested file at
the Subversion File Sharing site.

News:
  * Upgraded to the Subversion contents of svn-win32-r3200.zip found
    on the Subversion home page
  * New logo :-)
  * Improved documentation

Tasks:
  * To many..

This is probably the last time the Windows installer are made the way it
is now. Hopefully, all related installer files are in the svn repository
under packages next time (I need a little more time).
