There is still the issue that svn_handle_warning doesn't handle an
svn_error_t chain :-)

In this case it means that the name of the file or directory that
triggered the warning doesn't appear in the warning text. The
svn_error_t chain includes an SVN_ERR_ENTRY_EXISTS with the text
"'foo' is already under revision control".
