How do I build SVN on windows? INSTALL is not complete?

First I have:

I'm following II. E to do the windows build. I'm ignoring the rest as
its all unix.

But when I load the subversion.dsw I'm missing:

apr.dsp
apriconv.dsp
aprutil.dsp
gen_uri_delims.dsp
xml.dsp

Where do these come from?
