David's point is you still use ra_dav, but because of the firewall
constraints, you use port forwarding to use ra_dav. ra_pipe isn't
required at all.

In fact, all you need is a login to a machine that is behind the
firewall - you don't need a login into the SVN server if the
machine you do have access can reach the SVN server. -- justin
