No, that shouldn't make a difference.

I don't know about what/where/how svn handles charset conversions, but could
this have to do with problems with (or lack of) apr-iconv on Windows (just a
guess)? Maybe since svn thinks the files are text, the (windows) client is
trying to do some kind of charset conversion and failing. Maybe your apache
is telling the client the file is in a different charset than it really is?
