I suspect it creates A/C/B, since the target is an existing directory.

Yup, it does. Or actually, it would even on Windows, if the testsuite
wasn't fundamentally broken WRT symlinks. Thank goodness we can do away
with those now that we have the SVNParentPath option for mod_dav_svn!
