You're right -- as soon as I started thinking about how to do this, that
popped out like a sore thumb. At least it would force people to submit a log
message saying why they took out the lock. But yes, that would pollute the
repository far too much.

Your idea of having a separate CGI program seems like it would work better,
but it sounds like the scope of a separate project. I'm already in the
process of starting two of my own projects (one is the Subissue project I
posted about earlier), not to mention my "real" job, so I can't really devote
any effort to a whole new project, as fun as it would be.
