Ummm. Do we really want to run an own repo for just a couple of pages?

The HACKING file describes the politics of the _svn_ project. This is
different from a file with suggestions to newbies how to run _their_
projects.

But maybe you are right and it would actually get a lot of pages, so
it would make sense to separate it. So give me some days to put the
pieces together and _then_ determine whether/where we want to put the
result.
