Sure, +1 with or without the year (I don't feel strongly either way).
Agree about the comma.

It's getting a bit long, though. Here's some sample log output:

* CHANGES: reformatting so that each change is one line. No offense
  to gstein -- he did a great job of summarizing -- I'm just trying to
