Right time to change to ISO-8601?

Now, shall we change the timestamp format to ISO-8601?

This will only affect newly generated dates. Clients older than
revision 2012 will break, but that should not be a problem anymore.

I think we should do it now - so it's time to speak up if there's a
reason not to.

Also, it would be nice to hear responses to another issue:

How do we handle the conversion of already generated timestamps in the
repository? This should hopefully be a one-time job - and the date
format is supposed to never change again - but one never knows.

Should 'svnadmin dump' convert timestamps to a canonical form at
dumping? So a dump & load would fix the timestamps?

Or should there be a command to convert them while they are in the
repository? That shouldn't be too hard.
