possible tigris.org downtime tonight

Don't be alarmed if you can't use subversion.tigris.org tonight; it's
getting upgraded, and may be down for a while during the evening hours
(California time). Mailing lists would be down during that time, too.
I'm not sure how long the downtime, if any, will last, not being
involved in the upgrade process myself.

Note that the subversion repository is on a separate machine, so you
can still update and commit.
