morbius commit mailer local mod removed

Just a quick note to say that the local mod to commit-email.pl that
caused only commits to /trunk to generate emails has been removed.
I'll be working off of a branch for the new nodeId stuffs, and want
the benefit of peer code review. Note that svnlook behaves much
better now when dealing with copies, but to upgrade svnlook on morbius
would mean upgrading Subversion as a whole, and we're not really ready
to do that yet.

THE POINT: Don't do any large copies without letting someone who has
the necessary bits on morbius temporarily disable the commit mailer
script!
