There is only one DTD, and it allows for both sets of elements.

There are two *semantic* meanings, sure.

And then the DTD thing is all moot anyways since we use a non-validating(*)
parser (on purpose, to allow for future extension)

(*) actually, Neon provides for validating behavior; we are also a bit too
    strict on some of those things -- we need to ensure we don't barf on
    unknown elements.
