subversion is part of the FreeBSD ports tree, which isn't part of
FreeBSD per say, but it is the source of the packages people use on
FreeBSD.

at the moment, I solve the neon dependency by not updating neon until
subversion is updated, and keeping them in sync. this is possible
since not much else uses neon, but i can see your point, and a more
relaxed test for neon versions would certainly make things easier in
the case where neon is a package that is used by more packages and is
updated more often.
