Actually, adding the "Download Manager" role (which would allow him to
approve his own downloads without needing to be a Project Owner) to Ben's
(new) user account is not straight-forward on the version of SourceCast
we're using on tigris.org. In fact, you have to be a Domain Admin (which I
have the dubious honor of being) to do the right tweaks.

Ben: please let me know if/when you create a tigris.org account, and I'll
get the right Role set up so you can add/manage downloads.

For now, I've created a new section on the "Documentation" page to refer to
pre-built Subversion libraries. I've linked in Ben's FTP site and our own
downloads page (for the Windows binary).
