Two copies of buildcheck.sh?

Rev 1209 supposedly moved buildcheck.sh to the build directory, but I
still have a top level buildcheck.sh, and svn insists it belongs
there. (I have build/buildcheck.sh too.) What gives?

This is the .svn/entries chunk for the file:

<entry
   committed-rev="1151"
   name="buildcheck.sh"
   committed-date="Sun 3 Feb 2002 15:36:14.361822 (day 034, dst 0, gmt_off -21600)"
   text-time="Sat 2 Feb 2002 14:19:39.000000 (day 033, dst 0, gmt_off -28800)"
   last-author="joe"
   kind="file"
   conflicted="true"
   text-reject-file="buildcheck.sh.54548.00001.rej"/>

[[ Why do these timestamps care about timezone? Shouldn't we just
   force them to UTC and forget about it? And what's the use of
   remembering the day of week? ]]
