request for volunteer: CHANGES file

This was buried in a longer email last time I brought it up, so here's
a dedicated email about it:

It's time to start maintaining a top-level CHANGES file. Would anyone
like to volunteer to compile the initial version and/or maintain it?
Our last milestone was 0.8 (revision 909), so this would be a matter
of running

   $ svn log -r909:head

to figure out what's happened, then summarizing the user-visible
changes in order of importance (here "user" includes administrators
and builders, of course). You may also want to look at issues closed
during the given date range.

By the way, Greg Stein gave me a url that had a good example of a
CHANGES file, I think it was

(Greg, please correct if wrong.)
