We use +1/+0/-0/-1 as shorthand for talking about things. For more
information, see http://httpd.apache.org/dev/guidelines.html. In short:

+1: looks good / I agree / go ahead and commit that change
+0: seems okay / ambivalent
-0: not sure that I like it / I wouldn't do it, but won't stop anyone
-1: veto / don't check that in / big-time disagree

So Karl's "+1" is basically, "I agree" or "I support that."
