For now, don't use cygwin. APR will compile just fine on win32.

The diff and patch tools are available at
ftp://ftp.franken.de/pub/win32/develop/gnuwin32/mingw32/porters/Mikey/

It would be nice if we could put the diff and patch package
as zip files on the subversion page.
