This fixes the bulk of issue #518. I do want to do a small amount of more
testing for the "svn diff" and "svn cp" cases where they grab files from the
server. I need to see if I can somehow create a test case where there is a
WC file that should be delta'd against. Not easy the first time I tried.

In any case, the bulk is done, I've downgraded 518 to a P3 (considered a P4
even).

"svn update" will now fetch deltas, whether you're going to a later or an
earlier revision. Yes, earlier: it gives you reverse deltas :-)
