Actually, I think we're ready to implement proxy support as described
in that thread -- the only part of it that we're not sure about is
whether any other APR people will object to the addition of
apr_get_http_proxy(). But I doubt that will be a problem; I'll
certainly be happy to shepherd it through that process, once it's
written.

So we have a consensus... or at least, we have a proposal with a
dearth of objections. :-) Just need someone to write it.
