command line libraries

The "IDEAS" file asks for:

        Command-line editing libraries with more liberal licenses

NetBSD has such a library, called "libedit". It is used pretty
extensively in NetBSD, is actively maintained, has a BSD license, and
I believe even has a compatibility interface to make it look from an
API perspective much like the GNU command line editor library who's
name slips my mind right now.
