No, Subversion only uses Expat. Further, we configure/build Neon against
Expat. (Neon does have an option to use libxml, but since SVN requires
Expat, we can just point Neon there)

It is conceivable that when we switch to APRUTIL, and with some work in
APRUTIL, then SVN could use Expat *or* libxml. But for now... only Expat is
needed. Not libxml.
