How does import work?

hello,

I just got the latest version of svn from the repository (using the svn)
and followed the instructions for compiling in a server. I have the
Berkeley DB stuff installed, and Apache installed as per the
instructions. (In non-standard paths as I don't have root permissions, but
they are in my PATH and LD_LIBRARY_PATH.)

When I try to import a new directory into my repository I get the following
in my httpd error_log file:

[Tue Oct 16 13:35:20 2001] [error] [client 10.101.101.32] Could not fetch resource information. [500, #0]
[Tue Oct 16 13:35:20 2001] [error] [client 10.101.101.32] Could not open the SVN filesystem at /scratch/tparent/svn/repository [500, #21066]
[Tue Oct 16 13:35:20 2001] [error] [client 10.101.101.32] (2)No such file or directory: Berkeley DB error while opening environment for filesystem /scratch/tparent/svn/repository/db:
No such file or directory [500, #21066]

I did create the directory /scratch/tparent/svn/repository so it is there.
Why can't I import my test directory? Shouldn't svn be creating the db file
if this is the first time?

What am I missing?
