It's been quite a while since I tried anything in Windows, honestly.
I just tried to compile SVN in Windows, and the projects and (again)
out of date (trying to fix that now, by the way).

This would be my guess, too. Not that it's the kind of you just pass
off to the other guy with a scowl on your face -- ultimately, we will
have to make this work.

If you have time to do so, it would rock if you could write a simple
piece of code that demonstrates the problem, and present that to the
APR list. Or better yet, submit a code patch to APR to fix the
issue.
