I just uploaded neon-0.11.0.tar.gz to the 'downloads' page on our
site.

However, I had to *guess* at the URL to fetch the package from neon's
website. Neon is now at 0.15.X, and we're using a version that is so
old, there's no direct link anymore.

Joe, Gstein, is it safe to use 0.15? Anyone volunteer to test the
latest? (Hint: you'll need to tweak autogen/autoconf to expect a
newer version number.)
