Here's the actual error message:

[sussman@newt:~/projects/test/wc]$ svn ci foo/bar

svn_error: #21041 commit failed: while sending tree-delta.

svn_error: #21041 file not found: filesystem `/home/sussman/projects/test/repo', transaction `1', path `/foo/bar'

Pretty accurate, though it might be "wrapped" further.
