Short answer: Install libtool.

Long answer. I had a mighty balttle with the cygwin environment 2-3
months ago. After installing the missing packages, I got complaints from
Automake (or was it autoheader?) about scripts being frozen(?).

Well anyway, it still didn't work. :-(

Unfortunately, I can't test this right now because I've got the wrong
version of neon and webdav.org keeps kicking me off.

By the way, AFAIK APR doeen's support cygwin right now.
