Interesting. I gather then, that you aren't aware of the special mark
feature in vc-dired mode? You can mark a bunch of files, do Ctl-X v v,
enter a single change comment, and they will all be committed with that
same comment.

Given a back end with a concept of changesets, it wouldn't take a lot of
work to make this an atomic changeset operation.
