We need to support both models. Go ahead and fix one or both, but don't
disable building against the install area (e.g. via information from apxs).

Junk it. No need for the old tree. Those are alphas, and we don't have to
support them. SVN will build against Apache 2.0 release trees (the 2.0
release will occur before SVN's).
