Why is the svn client not installed?

Sorry if this is a dumb question, but is
the cmd line client not installed when I
run "make install"?

% make install

...

% find ~/project/install/subversion/ -name svn

% find . -name svn
./subversion/client/svn

I looked in subversion/client/Makefile.am
and found this:

noinst_PROGRAMS = svn

What's up with that?
