Maybe, except that you'd want to do backups on the server side; maybe
useing svn_ra_local, maybe not. It's possible that the filesytesm has to
know it's doing a backup, something the svn_ra_* layers don't need to
know how to tell it.

I'll ask one of our horde of backup and storage management experts for
an opinion.
