I can confirm the same issue under Linux (SuSE 6.4).
I will forward this to Alexandre Oliva. He knows
everything there is to know about configure. ;-)

Of course, just for contrast, AutoGen has the opposite problem:
run configure twice and the second time it fails....

Oh, WRT the snprintfv library. It is included in the AutoGen
distribution:

It doesn't really have a home page, but Gary V. Vaughan is the
author. He has a separate download linked off of his dev page:
