just an uninformed comment:
icu has a little options parser that is used in our tools. any interest?

see uoptions.* in http://oss.software.ibm.com/developerworks/opensource/cvs//icu/source/tools/toolutil/
usage see e.g. http://oss.software.ibm.com/developerworks/opensource/cvs//icu/source/tools/genprops/genprops.c
look for u_parseArgs() ...

just a thought.
