An interesting side benefit of making "svn edit" explicit is that you
can make a "pristine copy" under SVN/ at that time, if you didn't have
one already.

But I think we want to stick with the CVS model of operation by
default, where all files are editable. (Although I think "cvs watch"
can be used to force an explicit "cvs edit" before editing.)
