Even if no one else uses vcdiff, it's still a nice file format in that
it doesn't impose any constraints on the source and destination
windows, or on the block copy generation algorithm.

I'm a little concerned about using the xdelta code based on the size
of the package (perhaps the part we'd need is a small subset; not
sure), the fact that it uses glib and we use apr, and a recent note
about its performance which I don't quite recall--that it uses O(n)
space for n-byte files, I think. But of course I would like to know
the outcome of these discussions.
