Is there an important way in which the configuration of apr/ is not
automated?

(It might help to know that the only reason it's not driven
automatically from subversion/configure right now is to save time --
we're running the top-level configure a lot lately, but only for
Subversion, so we don't want to reconfigure apr each time. So
recursive configuration of apr is commented out temporarily).
